Floy Jean Kennedy Clark, 93, of Baker City, at the time of her journey home, passed through the veil and returned home to her Father in Heaven peacefully on July 18, 2025, at Settler's Park- Assisted Living & Memory Care. A funeral service will be held on Friday, July 25, 2025, beginning at 10:00 AM at The Church of Jesus Christ of Latter-day Saints in Baker City, Oregon. Bishop Matt Kerns will be Presiding. Floy will be interred at the Haines Cemetery. A reception will follow at the church.

Floy was a devoted wife, mother, grandmother, sister, business owner, and a woman of strong faith. Floy lived a life full of love, service, and resilience.

Floy Clark was born on December 27, 1931, to Hollin and Ina Mae Kennedy at Arch, New Mexico. She was the oldest of ten. On September 7, 1948, in Portales, N.M., Floy married the love of her life, who was a cowboy, David Ross (Whistle). Her family moved to Baker City in 1965, which became their lifelong home. During this time, Floy and Whistle adopted a four-year-old girl, Diana. Floy always wanted a girl. Floy received her education at Arch and Portales, New Mexico. Once in Oregon, she received her GED. Floy and Whistle had three children: a son, John, born in Clovis, New Mexico; a son, James, born in Levelland, Texas; and a daughter, Diana, born in Hood River, Oregon.

Floy enjoyed many creative hobbies, including gardening, canning, sewing, crocheting, and knitting. Her favorite pastime was sewing. She would spend hours at her machine, pouring love into everything she made. Floy owned and operated her own upholstery shop out of her home, using her creative gifts and talents to restore and beautify furniture for others. She was a skilled and passionate woman. On October 11, 1999, a miracle occurred in her life. She gained full custody of her three grandchildren, namely, Krystal, John, and Joyce. She gave them the best life she could with all the love and care she had to offer. In 2008, she had the privilege of continuing to care for her youngest granddaughter, Joyce, until the roles were reversed, and Joyce took care of Floy in their home until 2018. Then, at this point, she had become an empty nester. Due to health reasons, on July 17, 2020, she was able to live the last five golden years of her life in Settler's Park. She was hesitant to be in this setting. After some time, she grew to love living her life at Settler's Park. She absolutely loved attending bingo and craft sessions, and often spoke of how much she enjoyed listening to the music beautifully played by Sister Joann Illingsworth. Floy was a proud member of the Church of Jesus Christ of Latter-day Saints. Her faith was her foundation and shone through in every part of her life. Her family finds comfort in knowing she is now reunited with loved ones in heaven—and they imagine her there now, blowing raspberries at all of us, just as she always did, full of love, mischief, and joy.

Floy was preceded in death by her late husband, David Ross (Whistle), her parent,s Hollin and Ina Mae Kennedy, her sisters, Rhea Dean McAfee, Dell Meadows, and Nell Loflin, her brothers Ross Clark and Cal Kennedy, and her son John Clark, a grandson Eddie Clark, a great uncle Rex Kennedy and his wife Ruby, a great uncle Troy Kennedy and wife Myrtice, a great uncle Hugh Burke and another great aunt Edwina Burke as well as great aunts Vera, Maggie Musette, Zella Faye and Wanda Joyce.

Survivors include her daughter, Diana (Fred) Graham of Redmond, Oregon, a daughter-in-law, Neva Clark of Winnemucca, Nevada; a son, James (Denise) Clark of Baker City, Oregon; seven grandchildren and eleven great-grandchildren; two sisters: Jann Maes of Albuquerque, New Mexico, and Norma Baker of Las Cruces, N.M. Special friends include Margaret Balfour of Baker City, Pat Brennion, John Gaarsland, and many others from various interactions and the church.

Floy's body will be taken to Haines Cemetery, where she will be placed next to her husband, Whistle. There will be a luncheon at the Church of Jesus Christ of Latter-day Saints after the service. There will be a private ceremony at the gravesite for immediate family and close friends.

Floy's favorite scripture was Joshua 24:15, which states, "And if it seem evil unto you to serve the Lord, choose you this day whom ye will serve; whether the gods which your fathers served that were on the other side of the flood, or the gods of the Amorites, in whose land ye dwell: but as for me and my house, we will serve the Lord."

The family wishes to express heartfelt thanks to the caregivers and staff at Settler's Park and Heart n' Home Hospice for their compassion and care for our sweet Floy during her final years. We couldn't have done it without any of you.

We love you, Grandma Floy. We miss you dearly, 'til we meet again.

*This obituary was written by her youngest granddaughter, Joyce Clark. *
